LANCASTER – The Broadband Communications Association of Pennsylvania (BCAP) has welcomed two new members to its Board of Directors and re-elected four additional members after elections were held during the organization’s annual membership meeting in Lancaster recently.
“We are looking forward to working with our two new board members, Keith Hall and Robert Omberg, who bring a wealth of experience from the states where they have worked,” said BCAP Board Chairman Fran Bradley, an executive with Breezeline. “BCAP and the broadband industry in Pennsylvania will certainly benefit from their vast knowledge and experience, and we’re pleased to have them join us.”
Four board members were re-elected to their positions for three-year terms: Michael Hain of Jackson Broadband; Jason Kershner of Charter Communications; Elizabeth Murray of Comcast; and Michael Starner of Service Electric Cable TV and Communications. A new board member for a three-year term is Keith Hall of Armstrong. Elected for a one-year position to fill out the term of a retiring board member was Robert Omberg of Comcast.
Hain, the general manager and chief technology officer of Lewistown-based Jackson Broadband, has been in the cable business since he was a teenager. A second-generation owner, Hain’s family has continued to be an independent operator serving central Pennsylvania.
Kershner is director of State Government Affairs of Charter Communications. Prior to joining Charter in 2018, Kershner served for nearly 10 years with the Cincinnati USA Regional Chamber. His tenure with the chamber began as a legislative analyst and progressed through various management positions to being named vice president of Government Affairs in 2014. He also served in Washington, DC. .on the staff of former U.S. Sen. George Voinovich (R-OH). Kershner first joined the board in early 2022, serving the final year of a vacant position.
Murray is vice president of Regulatory Affairs for Comcast’s Northeast Division, where she oversees voice, video, and broadband regulatory initiatives in 11 states throughout New England and the Mid-Atlantic. She also works closely with Comcast’s legislative teams and advises on legislation relating to telecommunications policy. Additionally, she is chairman of the NJ Cable Telecommunications Association and a member of the New England Connectivity Association.
Starner has been the senior business development manager at Service Electric Cable TV and Communication in Bethlehem for nearly four years. His prior experience includes past management and ownership roles within the cable, fiber-optic and telecommunication industry while working with the local business community and associations in developing strategic relationships.
“We’re excited to welcome back to our board several individuals who have made significant contributions to our association and to the broadband industry over the past several years,” said BCAP President Todd Eachus. “We have before us a once-in-a-generation funding opportunity, and having these knowledgeable and dedicated board members will serve us and our providers well as those dollars flow into the Commonwealth.”
Hall joined Armstrong as its vice president of Regulatory Policy and Interconnection earlier this year. For over a decade he led the regulatory affairs of Insight Communications, who at the time was the nation’s eighth largest provider. Hall spent most of his career in Louisville, KY, where he was a top congressional and gubernatorial aide and has been in the private practice of law.
Omberg has been with Comcast since July 2005 and is currently the vice president of State Government Affairs.
The Broadband Communications Association of Pennsylvania, a member-driven organization based in Harrisburg, actively promotes broadband cable and telecommunications industry issues in Pennsylvania.
