Broadband providers in Pennsylvania report that inconsistent and arbitrary pole attachment processes are causing severe, multi-year delays for critical infrastructure projects. These issues
include shifting safety standards; excessive, uncommunicated engineering requirements; and opaque, high-cost billing practices that threaten to delay federal Broadband Infrastructure Program (Capital Projects Fund) and BEAD expansion efforts.
